I think the current upgrade system is fun (all that really matters right?) and adds another layer of strategy, but it is kind of silly and would be even better with more realistic resource needs. Water can be recycled endlessly, very little is needed for a population, our 6 billion population survives on less than 1% of the planet's water using mostly slow natural recycling. If the demand was there, another whole planet (or two, or four, or ten) without food willing to buy from us, that demand would be met quickly. There is plenty of land available for more agriculture if it was needed, and even if that ran out we can use vertical aeroponics to create as much food as we want in a tiny fraction of the space used today. We produce food for 6 billion people because that's how much demand there is, and actually we produce quite a bit more than that and throw a lot of it out. I don't really have any issue with the planet upgrade system but I'm not sure this analogy works. If we exported our entire food economy we could supply another "Earth"s food needs but in the process lose the ability to sustain ourselves at our current population levels. As an example: We presently produce enough food on Earth to sustain some six billion people.

It is a simplification and abstraction of a complex problem - but not too much of one. In the meanwhile, the planet would be reliant on off-planet industries supplying it. We could potentially build industries like Earth's on other worlds but they would take time to develop. Though Earth also produces a wide range of other resources we do not produce them on the scale that we produce food or have water. Even though they have unlocked the secret of FTL travel, they must still contend with supplying populations of billions upon billions of people.
